Mr.
Frank Morgan counsels foreign clients in import injury and 337 cases before the
U.S. International Trade Commission, as well as in antidumping and
countervailing duty proceedings before the U.S. Department of Commerce. Mr. Morgan follows these cases from the
administrative level through appeals at the U.S. Court of International Trade,
the U.S. Court of Appeals for the Federal Circuit, and the World Trade
Organization.
Before affiliating with the Antidumping Defense Group, Frank Morgan spent 14 years at White & Case LLP representing companies before the International Trade Commission (ITC). Prior to his private sector work, Mr. Morgan worked in the ITC General Counsel’s office and was a judicial law clerk for Judge Judith M. Barzilay at the US Court of International Trade, the court that reviews the ITC’s decisions. Mr. Morgan uses the insight gained from working for decision makers when he works with a company to formulate and execute an effective ITC strategy.
