Prior to private practice, Mr. Shengxing Steven Yu served at Shanghai WTO Affairs Consultation Center, an organization sponsored by Shanghai Municipal Government between 2001 and 2003, where he was responsible for trade compliance of the government agencies, enterprises and the business community after China's WTO accession, and helped to set up a trade dispute early-warning system, and assisted the local authority as well as enterprises to deal with trade disputes.

Mr. Yu started his private legal practice in early 2003, focusing on trade law, foreign investment law and customs law. He has represented many well-know clients in antidumping duty investigations initiated in the United States, European Union, India and Turkey.  Significantly, Mr. Yu and his teammates successfully represented certain Thailand companies and the U.S. industry association in front of the Chinese Ministry of Commerce concerning antidumping investigation on imported unbleached kraft linerboard in 2005
